To address climate change challenges, cities need major investments across all urban infrastructure sectors. Yet financing climate mitigation and adaptation projects at city level can be challenging.

The City Finance Lab (CFL) was founded in 2018 as the first incubator of innovative financing solutions for green cities. The CFL seeks to unlock additional public and private investments in urban climate efforts and is led by the EIT Climate-KIC, South Pole, CDP, FMDV and GIB.

Since its creation, the City Finance Lab has supported 10 innovative, replicable and scalable financing solutions in Europe that increase investment in climate-resilient, low-carbon and green urban projects. The workshop will showcase three of these CFL-supported solutions:

  • Lisbon Green Participatory Budget: integrating climate action projects into a city's participatory budget.
  • La Rochelle Territorial Carbon Aggregator: supporting small-scale climate-aligned projects.
  • Manchester Blended Public-Private Investments for Green Infrastructure: developing urban green infrastructure.

Speakers from these three cities will share their experiences. The workshop will thus stimulate a discussion on financing the transition and engage the municipal climate finance community to innovate and replicate existing mechanisms, structured around the support available through the City Finance Lab.

Moderators:

  • Jean-Francois Habeau, Executive Director, FMDV, France
  • Émilie Maehara, Director of Programs, FMDV, France
  • Étienne Métais, Engagement Manager, Cities, States and Regions (Continental Europe), CDP Europe, Germany.
  • Daniel Tapia, Project Manager, City Finance Lab - South Pole, Switzerland.

Speakers:

  • Paulo Francisco, Head of the Organizational Innovation and Participation Division, Lisbon City Hall, Portugal.
  • Anne Rostaing, Project Manager, Atlantech Network - City of La Rochelle, France.
  • Sophie Sheil, Deputy Coordinator, GrowGreen Project, Greater Manchester Combined Authority, United Kingdom.
